This particular plate reader will be used extensively by the NCI-Dermatology Branch and will enable researchers in the branch to obtain more consistent and accurate results from their experimental studies.
Perkinelmer Health Sciences is currently providing the exact model of plate readers that the NCI Collaborators are familiar with and are using. By using the same equipment as the collaborators, NCI will be able to continue using established assay protocols without having to alter protocols for a different device. There are too many unknowns that could affect the current efficiency and effectiveness using readers that are similar, but may not have the same standards as the current reader.
This acquisition will be processed under the procedures for FAR Part 12 - Acquisition for Commercial Items and will the award will be made pursuant to the authority stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 500 Employees.
Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.
The period of performance is twelve (12) Months from the date of award.
It has been determined there are no opportunities to acquire green products or services for this procurement.

However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.
