Notice of Intent to Award Sole source contract to: Polytec Laser Measurement Systems to provide one Single Point Ultra High Frequency Vibrometer. Intention: Award a FFP delivery order for the above mentioned items directly with Polytec Laser Measurement Systems. The decision to go sole source is because the system to be integrated with existing 3D Vibrometer systems. The contractor will be responsible for integrating and demonstrating the capabilities including all associated control software and and acquisition software. Knowledge of the existing 3D vibrometer system in the Vibration Labs as well as the ability to deliver such hardware is required. Polytec Inc. has extensive experience with these systems and is familiar with the systmes in the labs. The current software with these systems is proprietary, developed by Polytec Inc. Therefore, the Government looks to go sole source through Polytec Inc.

Interested sources may identify their interest and capability to respond to the requirement within 5 days after date of publication of this notice. This notice of intent is not a request for competitive proposals, and no solicitation is available. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Mr. Howard Marks, ASC/AQ, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
