The Naval Air Systems Command (NAVAIR) intends to issue an order under Bell-Boeing Basic Ordering Agreement (BOA) N00019-12-G-0006 with the Bell Boeing Joint Project Office on an other than full and open competitive basis to address Variable Frequency Generator (VFG) performance, reliability and obsolescence issues. This effort includes the modification and upgrade of the Generator Control Unit (GCU) as well as an accommodating change to the VFG for both MV and CV aircraft. This effort will require Bell-Boeing to develop, qualify and deliver an Engineering Change Proposal (ECP) including upgrade to prevent GCU circuit card damage and failure due to fluid intrusion and retention inside the GCU, upgrade to prevent GCU circuit card damage and failure of the main generator output regulation due to ground loops via the POR Neutral sense input of the GCU, redesign to address urgent obsolescence issues specifically with the Field Programmable Gate Array (FPGA) & Programmable Read-Only Memory (PROM) and address Failure To Go Offline, POR Power Ready, System Contactor timing issues, Improved under-frequency sensing performance, Overvoltage protection inverse time delay performance, and Open POR Neutral Sense lead detection.
This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of the aircraft.
