This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center, Protected Species Division, Marine Turtle Research Program, located in Honolulu, HI, has a requirement for a primary veterinarian responsible for the diagnosis, treatment, surgery, and rehabilitation of sea turtles stranding alive in Hawaii. Work will be conducted primarily on Oahu but may also occasionally be required for the islands of Kauai, Maui, Molokai, Lanai, and Hawaii. The services will also provide written clinical assessments of stranded sea turtles and provide humane euthanasia of sea turtles deemed to have a poor prognosis for survival. Routine physical examinations of sea turtles, including, when needed, blood and serum chemistry profiles and stool screening to identify any parasites. Examinations of sick turtles, perform diagnostic tests as indicated, prescribe and/or perform appropriate treatments and perform follow up examinations/tests. Response time must be within 1-2 hours on day of notification of problem unless otherwise agreed in a specific situation. The primary veterinarian will provide access and space in a veterinary hospital for the clinical examination and treatment of sea turtles with specialized veterinary equipment (such as facilities/equipment necessary to perform x-rays and surgical procedures.

Interested parties must furnish detailed information concerning their capability to provide service. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform requirement. The North American Industry Classification System (NAICS) Code for this procurement is 541940. A firm fixed price contract will be issued in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures. All interested parties must respond to this announcement by the closing date listed on Standard Form 18 (RFQ) box 10.
