Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 616, Materials and Power Systems Branch is working towards developing new and improved materials for electrochemical power source applications including vertically oriented graphene nanosheets (VOGN) which are a novel class of materials that have shown potential for use in a variety of applications, including electrochemical double-layer capacitors (EDLC) and cold cathode field emission. The vertical sheets are grown by plasma enhanced radio frequency chemical vapor deposition, which requires a special chamber and a unique understanding of the plasma processing involved. NSWCCD intends to issue a noncompetitive award to the College of William and Mary as the only known source of vertical graphene nanosheets. As part of these services the contractor will provide vertical graphene on copper and nickel substrates through their own proprietary process for preparing graphene material and characterize the grown material via Raman spectroscopy and scanning electron microscopy (SEM) before delivery of the materials.
This notice of intent is not a request for competitive proposals however all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
