Modification #3 is to post received questions and responses.
Question #1: Is there a particular form or format you would like quotations to conform to?
Answer: There is no standard format in which we require vendor quotes to be based on. We do, however, require that the quote comes in on company letterhead.
Question #2: The RFQ is titled "Vertex Encryption Software," but it appears that the Bureau does, indeed, require the entire radio with the encryption capabilities installed. Is that correct?
Answer: Yes.
Question #3: You are requesting twenty (20) firmware options (999-8750), but only nineteen (19) VX-7200 mobile radios (100-5625), and nineteen (19) AES/DES Encryption Software (400-0996.) Is that correct or should the radio and encryption lines also read twenty (20) each, so that they match the firmware quantity?
Answer: The quantity has been corrected and should read:
-Seventeen (17) each Firmware Z545-M, Special Feature Set, Preloaded into Units (999-8750)
-Seventeen (17) each Vertex VX-7200-DO-50, 134-1774MHz VHF, 50W, 501Ch Grp, P25 Digital Mobile Radio with Display Screen and MH-25A8J Mic (100-5625)
-Seventeen (17) each Vertex VX-7200-DO-50, 134-1774MHz VHF, 50W, 501Ch Grp, P25 Digital Mobile Radio with Display Screen and MH-25A8J Mic (100-5625)
-Seventeen (17) each Vertex VX-AES/DES-M Encryption Software Option for VX-7100/VX-7200 P25 Digital Mobile Radios (400-0996)
Question #4: The FBI has obtained more information on the radios. Requested items in this RFQ MUST have:
-Encryption key Selection via the Portable Radio's Keypad. This feature will give the user the capability to select, on a per channel basis via the radio DTMP keypad, any of up to sixteen encryption keys that have been pre-loaded into the radio.
-Unencrypted Channel Alert Tone. This feature will enable user to activate, on a per channel basis, an audible alert tone that will sound when the PTT button is depressed in "clear mode" (i.e. unencrypted channel) to alert the user that his transmission is unencrypted. In addition, the LED on the radio front panel will change in color.
-Increased Alias Table Capacity. This feature will increase the capacity of the current alias table from fifty-six names or tags to more than two hundred-fifty names or tags.
-Zeroize Feature. Using a sequence of keys on the radio keypad, user will be able to remove all encryption keys on a unit without the use of a computer, thus allowing easy, in-the-field transfer of unit to the other user unauthorized to use encryption.
-Radio-to-radio clone function will allow transfer of the "Encryption Keys Index." While the keys themselves will not transfer during cloning for security purposes, the "pointers" showing which keys apply to what channels will transfer. Once keys are loaded using a KVL-3000, the keys will become active per channel.
Question #5: This RFQ is no longer on hold, and has been extended through 08/13/2009 at 11:00am EDT. Please submit quotes to the Contracting Officer, Ms. Theresa Powell, via email at [email protected]. If you have previously submitted a quote and would like to replace the original with an updated quote, please specify this in your email. Thank you.
