Notice is hereby given that the City of Vermillion, South Dakota will receive, publicly open and read bids and proposals at City Hall located at 25 Center Street on the 12th day of April 2023, at 2:00 p.m. The bids will be acted upon by the City Council at City Hall located at 25 Center Street on the 17th day of April 2023, at 7:00 p.m. VERMILLION LANDFILL LEACHATE POND 2 CONSTRUCTION The project consists of construction of new Leachate Pond 2, leachate discharge vault, and other miscellaneous items as indicated on the Construction Drawings. Work for this shall consist of, but not be limited to, furnishing all supervision, labor, tools, equipment, transportation, storage facilities, services, and supplies required to complete the following: Mobilization, mass soil excavation and embankment, subgrade preparation, installation of liner system, leak detection sump, leachate forcemain piping, discharge control vault, construction of access road and fence, erosion control and restoration, and any other work detailed in the project drawings and project manual. Copies of the drawings and specifications are available for review at the office of the City Engineer, 25 Center Street, Vermillion, South Dakota, 57069. Half-size drawings and specifications will also be available free of charge. Non-South Dakota bidders shall pay for shipping of the documents. A pre-bid meeting was previously held at the Vermillion Landfill on March 13, 2023, at 2:00 p.m. local time. Meeting minutes from the pre-bid meeting can be made available upon request. Additionally, prospective bidders may conduct a site visit at the landfill during typical landfill operation hours. Bid security is required according to state law and the bid specifications. Bidders on this work will be required to comply with the President's Executive Orders Nos. 11246 as amended, 11518, and 11635 as amended. The requirements for bidders and contactors under these orders are explained in the specifications. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive order 12138. The requirements for bidders and contractors under this regulation which concerns the utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the specifications. The DBE/MBE 1.0 percent; WBE 4.0 percent. Davis Bacon and Related Acts wages apply to this project. All provisions relative to those acts must be met. Bidders on this work will be required to comply with the American Iron and Steel provisions. All provisions must be met. Bidders on this work will be required to assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment.
