The Department of Education, Federal Student Aid (the Department), intends to solicit on a sole source basis under the authority of FAR 13.5 to Symantec Corporation, 350 Ellis Street, Mountain View, CA 94043. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Symantec Corporation is the sole developer and supplier for VeriSign Identity Protection VIP Two Factor Authentication Service Tokens and its related services.
The Department intends to award to Symantec Corporation for the VeriSign Identity Protection VIP Two Factor Authentication Service Tokens. The Department intends to award an indefinite-delivery contract with an estimated quantity of 90,000 Token units for a one-year base award with two one-year option periods.

Interested organizations may submit their capabilities and qualifications to perform this effort. Submissions must be in writing and submitted to the points of contact provided below no later than August 9, 2011 at 2:00 p.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
