The US Department of the Treasury intends to award a contract to VeriSign for VeriSign's iDefense Cyber Threat Intelligence services based on a sole source justification. Treasury will acquire cyber threat reports through a subscription service, web portal access, and early notification of cyber vulnerabilities and the related exploit code.
The requirement will be awarded as a commercial item in accordance with FAR Part 12. The proposed contract action is for subscription services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The NAICS is 519190, and Small Business Size Standard is $7.0 M annual receipts.
The contractor will provide cyber threat reports through a subscription service, web portal access, and early notification of cyber vulnerabilities and the related exploit code.
VeriSign owns the licensing rights to the iDefense software that will provide these subscription services.
The service will be a one year subscription service from 01/01/2010 to 12/31/2010.
This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available and this synopsis is for informational purposes only. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement.
