The United States Citizenship & Immigration Services (USCIS) Verification Division intends to award a contract to The American Association of Motor Vehicle Administrators (AAMVA) on a sole source basis under authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  The Department of Homeland Security (DHS), USCIS has a requirement for the Verification of Lawful Status (VLS) mechanism to be updated any time the parallel system is updated.  The messaging software used for VLS is the Unified Network Interface (UNI).  UNI is a proprietary product and is solely owned by AAMVA.  The existing VLS system was built by AAMVA and developed with the UNI and this requirement involves updates to the existing VLS systems developed by AAMVA.

This notice of intent is not a request for competitive proposals.  However, the Government will consider all capability statements received within 10 days of this posting.  A determination by the Government not to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government.  A Request for Proposal (RFP) package is not available.
