FEDBIZOPPS NOTICE OF INTENT FOR SOLE SOURCE:

The USDA, Animal and Plant Health Inspection Services (APHIS), Acquisition and Asset Management Division (AAMD), Riverdale, Maryland received a Sole Source justification for the purchase of Ventana Discovery RNAscope Reagents from Roche Diagnostics Corporation, Indianapolis, IN which is required to complete approved Feral Swine TB Testing Project at the NVSL, Ames, IA. This procurement is for the acquisition of a sole source  commercial items using simplified procedures in accordance with FAR Part 13.

The North American Industrial Classification System (NAICS) number is 334516- Analytical Laboratory Instrument Manufacturing, with a business size standard of 1,000 employees.

1. Only one responsible source and no other item will satisfy the APHIS requirement.
2. Roche Diagnostics Corporation is the only approved source for Ventana Discovery RNAscope Reagents. There is no other vendor that can supply these proprietary reagents to meet the APHIS requirements.
3. This request is issued for the National Veterinary Services Laboratories (NVSL), Ames, IA.  Roche Diagnostics Corporation is the only known source that meets the NVSL requirements. Contract period of performance is 30 July 2021 – 30 Sept 2021.

Any offerors believing they can provide the required Ventana Discovery RNAscope Reagents with all the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 1600 am Eastern Standard Time (EST) on 9 August 2021.

The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov

The Government intends to award a Firm Fixed Price contract. The closing date of this synopsis is 4:00 pm, Eastern Standard Time (EST) on 9 August 2021.
