The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to enter into sole source negotiations with Diagnostic Solutions International, LLC, located in Ontario, California. The three year (3 yr) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract will support the AH-1W and UH-1N Aircraft. The contract will provide repairs, load software, testing, calibration, rebuild and restore to Ready Issue Condition (RFI) to twelve each (12 ea) VASE 8500 Test Sets. The contract will also provide repairs, software loading, testing, calibration, rebuild and restore of an estimated fifty four each (54 ea) H-46 Balance Analyzer (part number 10800-1) and Signal Selectors (part number 11130-1) to the current H-1 8500C+ configuration (part number 16992). The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 "Only One Reasonable Source". A solicitation is not available for this procurement. Any firm that believes they can satisfy the Government's requirements are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement for the subject items. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government. Numbered Notes 9 and 22 apply to this procurement.
