FAR 52.212-1 - Instructions to Offerors – Commercial Items, applies to this acquisition.  The following addenda is provided to this provision: Request for Proposal should be submitted and shall contain the following information: Solicitation Number; Time Specified for receipt of offers; Name; Address; Telephone Number of Offeror; FOB Destination Unit Price, CAGE code, DUNS number, and acknowledgement of all solicitation amendments. FAR 52.212-2 – Evaluation-Commercial Items. The Government will make an award to the responsible offeror that offers the lowest priced, technically acceptable offer. To be technically acceptable an offer must meet the minimum requirements of this solicitation by providing all information required in the solicitation/pricing form, take no exception to any of the terms and conditions contained in the solicitation (and any amendment thereto), submit a photograph(s) that is considered acceptable, and have an acceptable SPRS score. The Government will award contracts only to companies whose technical proposals establish that they can meet the requirements of the Government. For this solicitation, all evaluation factors other than cost or price, when combined, are:
