The City of Bellingham (“City”) is seeking submittals (Invitation No. 57B-2020) from engineering firms interested in providing professional design services to the Engineering Division of the Public Works Department for the Valencia Street Watermain (EW-0238). The City invites all interested parties to respond to this Request for Qualifications (RFQ) by submitting their Statements of Qualifications (SOQ) relating to this type of project. All prospective consultants are advised that federally funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. Upon consideration of the submittals, the City will negotiate final terms with the selected party. Valencia Street is a residential street serving the Roosevelt and Puget Neighborhoods in central Bellingham (See Figure 1, below). The project limits include approximately 0.8-mile (4130 linear feet) of Valencia Street between Fraser Street on the south end and Alabama Street on the north end. The primary improvement consists of the replacement of 3958 linear feet of existing watermain throughout the corridor except for the segment crossing Whatcom Creek which was completed in 2000. Associated improvements include replacement/rehabilitation of 1802 linear feet of existing 48” CMP stormwater pipeline that currently channels Fever Creek southward to its outfall to Whatcom Creek and 1264 linear feet of existing sewermain. Following the utility replacement improvements, the project will install ADA upgrades and sidewalk improvement followed by resurfacing the existing roadway with asphalt.
