Project Title: vaisala rs92 radiosondes

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), National Weather Service (NWS) intends to negotiate on a sole source basis with Vaisala, Inc. (Vaisala), using the procedures in FAR Part 15, to provide Vaisala RS92 Radiosondes for the Service and Upper Air Division. Vaisala is the only vendor able to produce and deliver Vaisala RS92 Radiosondes that operate with existing Vaisala tracking system network. The statutory authority for other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing, with a business size standard of 500 employees.

This is not a solicitation for competitive quotes, nor will one be posted on SAM.gov.

Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
