This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to Vaadin Inc., under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source. Vaadin Inc., will provide 14 Vaadin PRO subscriptions. Market research efforts have indicated that only the manufacturer, Vaadin, Inc., can provide the software and extended maintenance for the Vaadin PRO subscriptions. No other vendors are able to sell the subscriptions and as such, only Vaadin Inc., can complete this request. Vaadin Inc., is the only responsible source to provide the requested software and maintenance. This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than July 1, 2020 at 10:00AM ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
