The proposed acquisition is for Toll Payment Services for a base period of 12 months running 01 October 2020 – 31 September 2021, along with (4) one year option periods and (1) six month option period. This action will result in a Firm Fixed price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, State of Illinois Toll Highway Authority (CAGE: 1GVD4), IAW FAR 13.106(b)(1). No other contractor was identified during market research who can meet the Navy’s need. As highway toll collection services are operated by the State, only the Illinois State Highway authority can provide the subject services.
