UTA Eco passes for Calendar Year 2022 - NOTICE OF INTENT TO SOLE SOURCE

Please read this notice carefully as it constitutes the only notice that will be published.
The Bureau of Reclamation (Reclamation) intends to award on a sole source basis a purchase order to the Utah Transit Authority, 669 West 200 South, Salt Lake City, UT 84101.
The government intends to award to only one source under the Authority of Federal Acquisition Regulation (FAR) 13.106 (b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold. This notice will be distributed solely through beta.SAM.gov for Federal Business Opportunities at beta.SAM.gov. Interested parties are responsible for monitoring the beta.SAM.gov website to ensure they have the most up to date information regarding this acquisition. The North American Industry Classification System (NAICS) for this procurement is 485111 with a small business size standard of $16.5 Million.

Reclamation intends to award a one-time, sole-source, firm fixed price contract with UTA due to the fact that UTA is the only authorized mass transit authority for the Wasatch (I-15 Corridor). They are the only entity which can provide the Annual Eco Pass Transit Passes. This award will be made in accordance with FAR Parts 12 and 13. It is not anticipated that any other vendors can provide this service under any socio-economic set aside and therefore no set aside is utilized. The period of performance for this action will be from January 1, 2022 ¿ December 31, 2022.
This is not a request for competitive quotes, bids, or proposals, and a solicitation will not be issued. Any and all responsible sources may identify their interest, and or provide a capability statement as a response to this notice. All respondents shall be registered in the System for Award Management, have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement no later than November 25th, 2021 at 2:00 pm Mountain Standard Time.
