The Pennsylvania Air National Guard located at Coraopolis, PA intends to issue a Request for Proposal (RFP) to award a single, Labor-hour contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, a nd supervision necessary to operate a CL-415 aircraft to transport 171st personnel and cargo. The aircraft may additionally be tasked to support wildland fire operations. This project will require the contractor to provide full responsibility for managem ent and operation of the CL-415 aircraft and all associated supplies, equipment, personnel, certifications, and facilities during the entire term of the potential contract. Certifications required in accordance with 14 Code of Federal Regulations (CFR), Pa rt 135 and Part 137. The contractor shall establish a base of operations near the 171st Air Refueling Wing which is based at the Pittsburgh International Airport. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. The type of contract is firm fixed-price. A single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. Contract performance period is 365 days after notice to proceed. The North American Industry Classification System (NAICS) code for this work is 48111. The small business size standard is 1500 employees. This acquisition is being procured as a SMALL BUSINESS SETASIDE in accordance with the Federal Acquisition Regulation (FAR) 19.5. All responsible firms may submit an offer. The HUBZone preference IAW FAR 19.1307 applies. The tentative date for issuing the solicitation is on-or-about 9 August 2006. The tentative date for the pre-proposa l conference is on-or-about 18 August 2006 at 10:00 a.m. local time at the 171st ARW building 110 Base Contracting. No other visits will be arranged. All contractors are encouraged to attend the pre-proposal conference. Information regarding the pre-pro posal conference is contained in the solicitation. Directions to the facility will be provided in the solicitation. All questions for the pre-proposal conference must be submitted in writing (e-mail is preferred) to the contracting office by close of bus iness 15 August 2006. This address will also be provided in the solicitation. The solicitation closing date is scheduled for on-or-about 8 September 2006. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.101.2 Lowest price technically acceptable source selection process. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. All contractors and subcontractors interested in this project must register at this site. No telephone requests will be accepted. This solicitation is not a competitive bid and there will not be a formal public bid opening.
