MSC Sealift Program Management Office, Code PM51P, requests proposals for vessel(s) capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b) which are incorporated herein by reference (available on the MSC web site at http://www.msc.navy.mil, under ?Contracts,? then ?Proforma,? or upon request), which shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.
Funds are not currently available for this procurement. In the event funds remain unavailable, this procurement will be cancelled without an award being made.

II. TANKTIME Boxes
1. Vessel(s) required: One U.S. or foreign flag, clean, approved, epoxy coated tanker. In accordance with the Cargo Preference Act of 1904, preference will be given to U.S. flag vessels. Additionally, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States. Vessel shall meet the following minimum requirements:
? Vessel must be party to the SIRE system and posses current ISM Certification and International Ship Security Certificate.
? Vessel must have current vetting from oil major (Shell/Bp) acceptable to Repsol.
? Must participate in SIRE database and have current inspection information.
? Must provide current Q-88 with offer (no more than 60 days old).
? Vessels greater than 15 years of age must, as a minimum, hold a Condition Assessment Programme (CAP) 2 rating, which includes fatigue analysis. Acceptable only from ABS, BV, DNV, LRS, NKK, GL and RINA. Vessel age can not be greater than the maximum allowed by the identified refineries and in no case greater than 25 years of age during the term charter.
? Vessel must have a minimum carrying capacity of 235,000 BBLS for two products, in designated cargo tanks with double valve isolation.
? In addition vessel shall have the ability to carry one complete, undecanted, tank washings in dedicated slop tanks.
? Require segregated ballast tanks (SBT)
? Require inert gas system (IGS)
? Minimum 10 ton cargo hose handling boom at the manifold
? Ability / equipped to call at offshore petroleum facility
? Ability / equipped to perform cargo operations pierside
? Ability / equipped to perform cargo operations at anchorage (adequate fendering)
? Maximum LOA 615 ft
? Maximum laden draft 31 feet with 235,000 BBLS JP5

? Minimum SOA 13 knots
? Must meet all MSC requirements for reporting
? Must provide number of berths available for additional personnel. US flag vessels must indicate supercargo carrying capacity (US flag vessels may be required to carry minimum of 12 armed military personnel for security reasons).
? Ability / equipped to mechanically clean, mop, dry and inert cargo tanks within three days between cargoes during performance of the charter when required. Ship must hot wash all cargo spaces with water not to exceed 58 degrees centigrade prior to presenting for initial acceptance/inspection.
? If heating coils are installed in cargo tanks, they must have been inspected within the last year.
? The vessel must be able to take upper, middle, lower, bottom, and all-level samples of the cargo (to include OBQ & ROB) without contaminating them from the sampling location. If unable to do so or if the sampling location is contaminated or suspected to be contaminated, Charterer will require open sampling on a tank by tank basis, consistent with safety and local terminal regulations.
