The General Services Administration (GSA), Federal Supply Service is about to standardize another part of its Freight Management Program (FMP).
Effective April 18, 2003, all specialized carrier paper tenders not predicated upon the GSA Standard Tender of Service (STOS) must be re-filed to comply with the GSA STOS. Examples of specialized carrier services include: flat bed service, stepdeck service, dropdeck service, car transportation service, driveaway service,truckaway service, and refrigerated service.
For those transportation service providers not familiar with GSAââ¬â¢s STOS, the GSA STOS is comprised of three parts:
GSA General Freight Tender of Service No. 1-F establishes such things as carrier approval requirements, solicitation submission of rate offer procedures, performance requirements, service standards and non-use procedures.
GSA National Rules Tender No. 100-D replaces all carrier and bureau accessorial and rules tariffs and publications.
GSA Baseline Rate Publication No. 1000-D replaces all carrier and bureau line-haul tariffs and publications.
