This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q8896070006 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15 dated 02/12/2007. This acquisition is conducted under Full and Open competition. The North American Standard Industrial Classification System code is 483111 and the small business size standard is 500 employees. The requirement is for two round trip barge services, originating at Honolulu, Hawaii to Kalaupapa Settlement, island of Molokai, Hawaii and returning to Honolulu, Hawaii. The first sailing date shall be scheduled for the month of June, 2007; the second sailing date shall be scheduled for the month of September, 2007. The barges shall be scheduled to arrive at the Kalaupapa Settlement on Saturdays only during those two timeframes, with daylight arrival and departure. Barge shall be single deck, able to load/unload using low tide designations and able to offload cargo onto wharf/pier without use of motorized booms or lifts. The barge shall be accessible for motor traffic, such as drive on/drive off cargo and provide forklift transports for unloading containers. Barge shall be capable of transporting approximately fifteen large closed containers (various sizes of 10' and 20');and ten open deck, stackable various sized containers. Barge(s) shall be able to transport palletized cargo, various types of vehicles, heavy equipment and fuel truck transports. Barge contractor shall provide shipping containers. Barge contractor shall meet all Federal, State and local transportation, handling and associated safety and insurance regulations. The Government will evaluate the quotations based on past performance and price, each being equal in importance. Quoters shall provide with their quotation, a minimum of three references to document past performance. Include name of company, contact name and phone #, description and dollar value of project. The due date and time for receipt of quotations is April 4, 2007 by 4:00 p.m. Important Note: The successful contractor must be registered at www.ccr.gov (Central Contractor Registry) prior to award being made.
