The U.S. Fish and Wildlife Service, National Conservation Training Center (NCTC) located in Shepherdstown, WV is submitting this Request for Information in an effort to find vendors that are capable of providing a shuttle bus service for our guests between the Washington Dulles Airport and NCTC. The NCTC is located approximately 51 miles (1 hr 14 minutes) from Washington Dulles Airport (IAD). The campus is a full-service training and residential facility located on 538 acres along the Potomac River, just north of Shepherdstown, West Virginia. The NCTC is interested in a turn-key solution in which a commuting service provides both the shuttle bus and drivers. The passengers would make reservations and payment directly to the commuting service. Recommendations for an alternative solution will be considered. The NCTC currently shuttles approximately 3,600 one-way or 1,800 round-trip of NCTC guest's per year. There is also a contract agreement between the NCTC and the Clarion Hotel located in Shepherdstown. In order for both parties to maximize the space of a shuttle and offset individual operating costs, the NCTC also currently provides shuttle service for the Office of Personnel Managements (OPM) students. This adds approximately 650 individual's one-way or 325 round-trip a year to the NCTC guest's numbers. The majority of NCTC's training sessions are 5-day, starting on Monday and ending at mid-day on Friday. Therefore, the majority of shuttle runs are to bring the guests to NCTC on Sunday and return them on Friday. This is adjusted when a holiday falls on Monday. Shuttle service is also adjusted or suspended during other holidays. Calendar schedules are made a year in advance of pending alterations due to holidays and training schedules.
