On-call rental of one or several contractor operated and maintained twin engine aircraft with pilot to be used as needed for the transportation of Government personnel and/or cargo for logistical support of U.S. Fish and Wildlife Service's Hawaiian and Pacific Islands National Wildlife Refuge Complex. The primary need for aircraft is to provide logistical support to the Midway Atoll National Wildlife Refuge however Palmyra Atoll may also be serviced through this solicitation. Midway lies 1250 miles northwest of Honolulu, Hawaii. The primary mission of the aircraft is to transfer food, supplies, parts, equipment and personnel between Honolulu and Midway. Contractor may be required on a short notice if an emergency evacuation is needed on Midway Island. A potential hazard that must be considered is the presence of nesting colonies of seabirds on the island. Approximately 1 million albatross may be present from November through July. Other birds such as bonin petrels, white tern, black noddies, frigates and boobies are also present in substantial numbers during much of the year. During the months of November through July most flights are at night to avoid birds strikes. Aircraft must have a standard airworthiness certificate, have seating for 19 passengers (removable for optional cargo hauling), a range of at least 1300 nautical miles, payload of 3800 pounds (with payload for specified range), cruising airspeed of 250 KTS, and be capable of operating from a 7,900 ft paved runway at sea level at ISA +15 degrees with payload and fuel. Freight may include food, diving gear, outboard motors, diesel engines, radio antennas, equipment parts, personal goods, mail, and maintenance equipment. A minimum of 12 round trip flights per year is anticipated. Over night stays at Midway Atoll may be required on approximately 8 of the trips. Term of the contract is one year with options for three additional years. Aircraft and pilots must be certified and checkrided in IFR extended over water operations. Certification under 14 CFR, Chapter 135, Air Taxi Operators and Commercial Operators is required.
