LAYBERTH SERVICES FOR LARGE MEDIUM SPEED ROLL ON ROLL OFF (LMSR) SHIPS SOL N00033-07-R-5300, POC Sandra Royal, 202-685-5838: The Surge Project Office, Code PM53, of the Sealift Program, Military Sealift Command Headquarters in Washington, D.C., seeks to acquire layberth services for seven (7) LMSR ships (4 lots) for five years (a base period plus four one-year options) with performance periods beginning in August 2008. The layberth site for two lots (4 ships) will be restricted to the U.S. Atlantic coast, no further north than Narragansett Bay, RI.; the layberth site for the remaining two lots (3 ships) will be on the US Coast along the Gulf of Mexico or waters entering into it, comprising of the states of Texas, Louisiana, Mississippi, Alabama and Florida. Estimated RFP issuance is approximately 01 August 2007 with an anticipated closing date in September 2007. Award is estimated by February 2008. The layberth period of performance for each of the four lots will occur as soon as practicable after award and will be determined after reviewing MSC needs and contractor capabilities. MSC intends to award one Gulf lot on a small business set aside basis. The NAICS code on this solicitation is 488310 with a small business size standard of $21,500,000 per year.
