LAYBERTH SERVICES FOR LARGE MEDIUM SPEED ROLL ON ROLL OFF (LMSR) AND FAST SEALIFT SHIPS (FSS) The Surge Project Office, Code PM53, of the Sealift Program, Military Sealift Command Headquarters in Washington, D.C., seeks to acquire layberth services for three LMSRs lots and one FSS lot for five years (a period plus four one-year options and a fifth option period) with performance periods beginning in 2005. The layberth sites for the LMSRs will be restricted to the U.S. Atlantic coast, no further north than Narragansett Bay, RI. The FSS lot is restricted to the US Coast along the Gulf of Mexico or waters entering into it. Estimated RFP issuance is approximately 1 February 2005 with an anticipated closing date of 17 March 2005. Award is estimated in August 2005. The layberth period of performance for each of the four lots will occur as soon as practicable after award and will be determined after reviewing MSC needs and contractor capabilities.
