The Navy requires a husbanding services provider in Central America. The services required are for the countries of Belize, Costa Rica, El Salvador, Guatemala, and Honduras. Specific ports to be priced are Belize City, Belize; Golfito, Costa Rica; Acajutla, El Salvador; Puerto Quetzal and Puerto Santo Thomas de Castilla, Guatemala; and Roatan, Honduras. Services will consist of, but are not limited to, trash removal, collection/holding/transfer (CHT) sewage removal, waste oil and aggregate water removal, fresh potable water, pilotage, tugboat services, linehandler services, crane services, brow (gangway) rental, cargo drayage/free time/demurrage/detention services, water taxi services, vehicle rental (sedans and buses), paint float rental, forklift services, telephone services (landline and cellular). The services are for various types and classes of U.S. Government vessels. U.S. Navy vessels expected to utilize the resultant contract include Class I (small craft ships with 40 crewmembers or less) up to Class V (aircraft carriers). A pre-proposal conference will be scheduled for the last week in April in Miami, Florida. All prospective offerors are urged to attend this conference. Prospective offerors are advised that the pre-proposal conference will be held solely for purpose of explaining the specifications and terms and conditions of this solicitation. All prospective offerors are advised that at the conclusion of the conference, the solicitation will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. Actual date and location will be provided in the solicitation at time of issuance. Solicitation issuance is scheduled for April 16, 2004 and is expected to close the week of 24 May 2004. Full and open competition procedures will be utilized throughout this procurement. The resulting contract will be an Indefinite Delivery-Indefinite Quantity (IDIQ) type with firm fixed unit prices and include provisions for a base year with the option to procure services for two additional one-year option periods. This requirement is a follow-on to contracts N68836-01-D-0029, Husbanding Services for Costa Rica and N00189-02-D-0026, Husbanding Services for Guatemala.
