1. Vessel(s) Required: U.S. or foreign flag self-sustaining vessel RO/RO or combination RO/RO ? LO/LO vessel or a tug and RO/RO-LO/LO barge with a ramp capacity of 35 tons to move approximately 254 pieces totaling 61,304 square feet of cargo. Cargo consists of six (6) UH-60A helicopters, engineering equipment, five (5) tracked vehicles (excavator and front loaders), and one (1) TEU containing hazardous waste, cleared by DRMO. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to U.S. flag vessels and VISA participants.2.
