General: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q889603A050 and is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This solicitation falls under NAICS Code 483111 and is subject to full and open competition. The Government is seeking quotations for one roundtrip barge transportation of cargo originating in Honolulu, Hawaii to the Kalaupapa Settlement on the island of Molokai and returning to Honolulu with cargo from the Kalaupapa Settlement. The sailing date shall be scheduled for the last week of September, 2003. The barge shall be scheduled to arrive at the Kalaupapa Settlement with daylight arrival and departure. Barge shall be single deck, able to load/unload using low tide designation, able to offload cargo onto wharf/pier without use of motorized booms or lifts. Barge shall be accessible for motor traffic, such as drive on/drive off cargo and provide forklift transports for unloading containers. Barge shall be capable of transporting up to fifteen large closed containers (various sizes of 10', 20' and 40'; ten open deck, stackable various sized containers. Barge shall be able to transport palletized cargo, various types of vehicles, and heavy equipment. Barge contractor shall provide shipping containers. Barge contractor shall meet all Federal, State and local transportation, handling and associated safety regulations. Contractor shall provide a lump sum price for one round barge trip as described above. This may be on company letterhead stationary and should reference the solicitation number. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR clause 52.212-2, Evaluation -Commercial Items applies to this solicitation. The Government will evaluate the quotations based on past performance and price, each being equal in importance. Quoters shall provide a minimum of three references to document past performance. Include name of company, contact name and phone #, description of project and dollar value of project. Quoters should include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses listed in that clause are applicable: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-34, 52.222-41, 52.222-42.
