The 414th Contracting Support Brigade in Vicenza, Italy is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support requirements for any of the supplies and services listed below. The location of performance is in the country of Djibouti in and around the Camp Maryam (Arta) region and the period of performance will be between the months on or about 18 November 2014 thru 15 May 2015. The result of this market research will contribute to determining the method of procurement.

The rental requirement includes but will not be limited to: three (4 to 7) Passenger Sport Utility Vehicle. All Vehicles will include a driver and unlimited fuel. Driver must be available 24 hours a day but will not exceed a 12 hour work day. Driver must be able to drive approximately 500 kilometers a day. Include the following in the price: Driver (including food and all other expenses) unlimited mileage for the cumulative period of performance, unlimited fuel, all fees, tolls, appropriate inspections, insurance, taxes and all other charges. Provide all price lists in English and in U.S. Dollars.

1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
