The C2SES II provides to the Commander (CDR) USSTRATCOM, Component Commanders and USSTRATCOM war fighters, supported Combatant Commands, and other authorized users with modernized Command and Control capabilities, a fully synchronized, net-centric information environment, and the common integrated information and decision toolsets, applications and capabilities necessary to maintain deterrence and, if required, dominate in conflict. The C2SES II contract provides total lifecycle management of these systems, applications and toolsets, as well as any future enhancements, upgrades and/or replacements.
The systems included for C2SES II support are:
Nuclear Planning and Execution System (NPES)
NPES Strategic Data Loader (NSDL)
Force Status and Readiness (FSR)
Command and Control Enterprise Database (C2EDB)
Global Information Grid (GIG)/ Area of Responsibility (AOR) Decision Support System (GADSS)
Force Survivability, Analysis and Management (FSAM)
Technical requirements will not be completed by the end of the current period of performance on the C2SES II task order on 31 March 2016. The 7-month extension allows for the extension of the C2SES II task order to 31 Oct 2016 per FAR 6.302-1. The rationale for this request is to complete the conversion of all of the C2capabilities to operate in the X86/commodity server architecture, an ongoing 4 year conversion project.
Therefore, the Government intends to extend, for 7 months, the current C2SES II Task Order period of performance until 31 Oct 2016 to allow time for completion of current effort. This notice is neither a request for a competitive proposal or a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company can provide the C2SES II services at full performance starting 1 Apr 2016, provide a capability package to the Contract Specialist by the response date, 14 Mar 14.
