Contract FA4890-14-P-0041, USSOUTHCOM Support Services  

ACC AMIC intends to issue a modification to ISHPI Information Technologies, Inc., IAW 10 USC 2304(c) as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  This modification is to include and exercise, FAR 52.217-8, Option to Extend Services.  The total extension of performance shall not exceed six (6) months and will increase the contract value by approximately $593,921.00 

When the contract was awarded there was no requirement to include FAR 52.217-8, Option to Extend Services.  The follow-on requirement would be re-competed as a task order against the multiple award IDIQ Program and Programmatic Support (PPS) contract.  However, changes to the scope of work necessitated by program priorities, caused significant slippage in awarding the replacement Counter Narcotics and Global Threats (CN&GT) PPS IDIQ contract.  The PPS IDIQ multiple award contract is scheduled to be awarded in late August 2015.  The delay of the PPS IDIQ contract has affected the follow-on requirement for USSOUTHCOM Support Services. 

 

The extension of services is to mitigate a break in service on the existing contract set to expire on 28 September 2015.  The contract was awarded on 29 September 2014 with Firm Fixed Price (FFP) and Cost Reimbursement (CR) type contract line items (CLINs).  Failure to retain the current contractor would result in harm to USSOUTHCOM Counter Narco-Terrorism (CNT) operations.  It is crucial to on-going operations to prevent unacceptable delays in CNT program activities.  The six month extension will expire on 28 March 2016.  This additional time will allow the acquisition team to properly plan the requirement and transition the services in an efficient and timely manner.   

The NAICS code for this procurement is 541611, Administrative Management and General Management Consulting Services with a dollar value of $15M.   

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and no solicitation will be issued; however, any firm that believes it can meet the requirement and begin services on Monday, 17 August 2015 may give written notification to the Contracting Officer.  Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above and at the specified date.  Information received by 1:00 pm EST on Friday, 24 July 2015 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition.
