The U.S. Special Operations Command (USSOCOM), J4 Logistics Support, 7701 Tampa Point Blvd, MacDill AFB, FL 33612, intends to award a sole source action for the expansion of a current US Supply Chain Analysis project, being supported by Department of Defense, and other government agencies with Northern Arizona University (NAU). NAU is currently supported by various government agencies including the National Science Foundation, US Department of Agriculture, and US Department of Energy. The current project involves the study of US supply chains to determine the effect of food production, or lack thereof, on the US population. The project has developed a proprietary database, FEWSION. It is the intention of USSOCOM to award a sole source award to NAU for an expansion to this program to include the global economy and the global supply chains, with the intention of predicting how changes in the global supply chains will affect the supply and logistics of the Special Operations Command. NAU owns all rights and licenses for this program, and to reproduce the existing program would be cost prohibitive for the government..

The anticipated sole source action will be in accordance with FAR 6.302-1.  This Request for Information (RFI) is issued to meet the requirements in DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d).  This RFI is not a request for competitive proposals, however, responsible sources who submit a capability statement within 10 days after the publication date of this RFI will be considered by the Agency.  A determination by the Government to compete this contract requirement based upon responses to this RFI is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
