Notification to USSOCOM Prime Contractors (Other than Small Business Concerns) on the implementation of the Electronic Subcontracting Reporting System (eSRS) Please be advised that the Department of Defense (DoD) will use the Electronic Subcontracting Reporting System (eSRS) for the October 2008 subcontracting reporting period. Prime contractors (Other than Small Business Concerns), along with their subcontractors, are required to submit subcontract reports using the eSRS for the October 2008 and all subsequent reporting periods. Prime contractors are to modify all subcontracts subject to the flow down requirements of FAR 52.212-5, 52.219.9 and 52.219-25. This requires each subcontractor with a subcontracting plan to provide the prime contract number, their own DUNS number, and the e-mail address of the Government Contracting Officer or Contractor Official responsible for acknowledging or rejecting the reports, to its subcontractors with subcontracting plans so their subcontractors can file Individual Subcontracting Report (ISR) and Summary Subcontracting Report (SSR) reports. If you have an unclassified contract with USSOCOM that includes a subcontracting plan, you are required to file your reports using eSRS instead of sending in the hard copy Standard Forms 294 or 295. DoD and USSOCOM will cease to accept SF 294s and 295s after the end of the FY 08 reporting period.
