This is a special notice provided for informational purposes only, prepared in accordance with FAR 5.2- Synopses of Proposed Contract Actions. The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Operations located at 911 NE 11th Ave. Portland, OR 97232 plans to issue a single source award in accordance with FAR 13.106-1(b)(1)(i) to Open Range Consulting. This work involves the creation of continuous cover maps of the functional ground cover groups (bare ground, cheatgrass, medusahead, sagebrush, rabbitbrush, perennial grass, forage kochia) of selected Mountain Home Air Force Base properties at 1m meter resolution. This project will set a baseline for the project areas, and compliment data sets used by the public, grazing permittees, Fish and Wildlife Service, and others. Open Range Consulting holds patented and peer-reviewed technology which has proven capability to perform the tasks requested. For this reason, it has been determined that Open Range Consulting is the only vendor able to fulfill these requirements. This notice is not a request for proposal/quote or invitation for bid. A solicitation will not be issued in conjunction with this notice of intent. Any vendor that believes it can provide the proposed services can provide supporting documents demonstrating capability for future reference. The Government is not responsible for any costs incurred in response to this notice.
