This is a special notice provided for informational purposes only, prepared in accordance with FAR 5.2- Synopses of Proposed Contract Actions. The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Operations located at 911 NE 11th Ave. Portland, OR 97232 plans to issue a single source award in accordance with FAR 13.106-1(b)(1)(i) to Computational Ecology Group, Inc. This work involves the development and application of a mechanistic, spatially-explicit, individual-based, forecasting model to support the population viability analysis for the Humboldt marten. Computational Ecology Group, Inc. is working on another marten PVA in Europe and has the appropriate dataset for evaluating the Humboldt marten populations, and has extensive experience in population viability analysis. This group has also developed a unique type of model that can be given to USFWS once it is developed to allow for further manipulation after the contract is expired by USFWS staff. For this reason, it has been determined that Computational Ecology Group is the only vendor able to fulfill these requirements. This notice is not a request for proposal/quote or invitation for bid. A solicitation will not be issued in conjunction with this notice of intent. Any vendor that believes it can provide the proposed services can provide supporting documents demonstrating capability for future reference. The Government is not responsible for any costs incurred in response to this notice.
