THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (“GSA”) New England Region is conducting a market survey and is seeking sources for an interior building renovation requirement. The requirements for this opportunity will include 100% design drawings and specifications. The project requirements include selective demolition and construction of interior renovations of approximately 24,000 square feet on two floors (floors 13 and 14) of the J.W. McCormack Federal Office Building, 5 Post Office Square Boston, MA 02109. While a full phasing plan will not be required for this build-out, the work shall be conducted in a phased manner on the 13th and 14th floors of the building. The work shall include, but is not limited to, selective demolition, framing, finishes, access control, security, tele/data, life safety and custom "Public Presence" specialty finishes as indicated and described in the GSA Design Criteria, Customer statement of work (SOW) and the Specifications and Drawings. The building will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area. Before work is started, the Contractor shall arrange with the Contracting Officer or designated Contracting Officer's Representative, a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, loading docks, corridors, elevators and stairways. The period of performance for this work is estimated to be approximately 18 months. The current estimated construction cost range is $5,000,000 to $10,000,000. The estimated project duration for both the design and construction is twelve (12) months. The North American Industry Classification System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction) and the Small Business Administration (SBA) size standard is $36.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. General Contractors interested in pursuing this opportunity should submit a letter of interest that includes the following information to Brian Burns at [email protected] by 3:00PM on August 01, 2018. Provide the name of firm, a brief description of the firm’s capabilities and the contact information for the primary point of contact. Is your firm interested in submitting a proposal based on the information provided? Provide a brief narrative on three projects that you feel demonstrates your firm’s prior experience in providing design/build construction services and the ability to meet the described construction requirements. Based upon the size standards provided, is your firm considered large or small? If considered a small business, is your firm a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned, or HubZone small business concerns?  What is your firm’s available bonding capacity?
