This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Subpart 13.5, Test Program for Certain Commercial Items.

This solicitation is for an Unplanned Crane and Deck Hydraulic System Flush, Dockside Repairs for the United States Coast Guard Cutter (USCGC) ALDER (WLB 216). The CUTTER is a 225' "B Class" See Going Buoy Tender (WLB). This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This requirement Solicitation # HSCG85-16-Q-P45073 is issued as a Request for Quotations (RFQ). This RFQ incorporates provisions and clauses are those in effect through Federal Acquisition Circular 05-84 effective October 5, 2015. This requirement is being solicited as an Unrestricted Full and Open competition.

This requirement is for the contractor to provide all necessary, labor, materials, services, equipment, supplies, power, accessories, special tools and other such things as are necessary to perform Controllable Pitch Propeller, Blade Seal Renewal and Fluid Replace to USCGC ALDER in accordance with Attachment 2 - Section B Schedule of Supplies/ Services and Attachment 1, Specification for DRY DOCK Repairs FY2016 - Rev-0, dated 7 October 2015. The scope of the acquisition is to drain, flush, renew blade seals and refill the oil in the CPP system as per the Coast Guard Specification package.

Period of Performance: October 23, 2015 to October 28, 2015.

Quote Submissions: Quotes are due, October 15, 2015 at 9:00 a.m. Eastern Daylight Time (EDT). Quotes, together with the signed amendment(s), if applicable, must be submitted electronically to [email protected] and [email protected].
The anticipated award date is on or about 16 October 2015; however it is subject to change. The government intends to award a firm fixed priced contract resulting from this solicitation to the responsible vendor whose complete quote, conforming to the solicitation, provides the best and final offer.

Work covered by this solicitation shall be completed within five (5) calendar days from the date the vessel becomes available to the Contractor. The availability is scheduled to start on or about 23 October 2015 and end on or about 28 October 2015. An arrival conference normally will be held within 24 hours of the scheduled start date.

Quotes must be valid for 60 days. No facsimile quotes will be accepted. All quotes must be clearly marked with RFQ No. HSCG85-16-Q-P45073. Contractors are responsible for verifying receipt of their quotes to this office before offer due date and time.
