The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii (413th CSB, RCO-HI), intends to solicit proposals for a single award contract consisting of firm-fixed price (FFP) contract. The period of performance will consist of a 12-month base period and two 12-month option periods to extend the term of the contract.

The objective of this procurement is to provide Anti-Terrorism Staff Support for the coordination of all Protection operations in the Pacific AOR. The contractor shall provide analysis, data collection and technical knowledge in support of the U.S. Army Pacific's (USARPAC) Antiterrorism (AT) Program. The Antiterrorism (AT), Critical Infrastructure Protection, Operational Security and Personal Recovery sections form the Operational Protection Directorate's "AT" Division. The AT Division assures U.S. Army Pacific (USARPAC) Operational Mission Assurance through the AT Risk Management process and its five Core Competencies: Assessments, Operations, Critical Assets, Training and Policy. AT provides Title 10, staff support and coordination for all Protection operations in the Pacific Theater.

This procurement will be a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. At the time that an offeror submits its offer, it must represent to the Contracting Officer that it is a SDVOSB concern under the North American Industry Classification System (NAICS) 541990 - All other Professional, Scientific, and Technical Services with the small business size standard of $15 million.

No Solicitation or Request for Proposal (RFP) is currently available. The solicitation will be available for download on or about January 27, 2017. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Proposal due date will be specified in the solicitation. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal is the lowest price and meets the technical requirements indicated in the Performance Work Statement (PWS).

At the time an offer submits its offer the offeror must be registered within the SAM database in order to receive an award for this procurement.
