The 700th Contracting Squadron (700 CONS) located at Rhine Ordnance Barracks, Germany is in the process of determining the acquisition strategy to obtain personal services for full time equivalent (FTE) Clinical Psychologists to work at the five (5) Air Force Medical Treatment Facilities (MTFs) located at Ramstein and Spangdahlem AB (Germany), Incirlik AB (Turkey), RAF Lakenheath (UK) and Aviano AB (Italy) in accordance with the attached Performance Work Statement (PWS) dated 8 Jan 2011. Contractor shall administer clinical psychology programs, function as a member of the flight multidisciplinary mental health team, recommend policies pertaining to their training and management, implement mental health programs through consults with mental health flight commander and other agencies, perform mental health evaluations and therapy, apply and supervise application of psychological procedures and techniques in evaluating, diagnosing and treating psychological and neuropsychological disorders, provide individual and group therapy, perform procedures compatible with the medical facility's operating capacity and equipment, participate in Quality Assurance/Resource Management (QA/RM) activities to the extent required by regulation, Performance Work Statement (PWS) requirements and professional standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO).
The anticipated award will have a performance period of 5 years (base year plus 4 option years). The government expects to make an award on or about 1 Sep 2011 subject to the availability of funds with a phase-in to begin prior to contract start date 1 Oct 2011.
Interested parties are requested to submit a statement of capability. The statement of capability shall not exceed 2 pages. In addition, interested parties are requested to fill-in the market research questionnaire. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.
