1. The Air Force Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC) has an upcoming FY19 requirement for AFCENT Postal Support. The Government is requesting contractor support to provide performance-based services at the following MPOs: ASAB, Kuwait; ADAB, UAE; AUAB, Qatar; and MSAB, Jordan. Safeguard mail, postal effects, funds and stamp stock at all times, and in accordance with (IAW) applicable directives. Perform all tasks to receive, deliver, process, and dispatch official and personal mail in a timely and secure manner. Services include: Supervision, Customer Service, Finance, Receipt and Dispatch (R&D), Registered Mail, Official Mail, Postal Supplies and Mail Control Activity (MCA). Registered Mail is currently only performed in Kuwait and UAE but may be added in Jordan and/or Qatar at a later date. MCA is currently only performed in Doha, Qatar and Azraq, Jordan but may be added in Kuwait City, Kuwait and Dubai, UAE at a later date. MCA operations in Manama, Bahrain are being considered as a future contract requirement.
2. The draft Statement of Work (SOW) is attached for your review and consideration. The Government reserves the right to adjust the draft SOW and industry is notified that the draft SOW can change when the final solicitation is issued.
3. This Request for Information (RFI) is distributed to conduct market research and constitutes only a request for sources. This is not an official Request for Proposals (RFP) and proposals are not being requested. This RFI does not commit the Government to contract for any supply or service. Further, the USAF is not seeking proposals and will not accept unsolicited proposals at this time. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense.
4. Interested prime contractors must complete Attch 1 to verify that your company has the proficiency to provide the required support. You may also submit a capability statement which demonstrates your ability to meet the tasks described in the draft SOW. The capability statement cannot exceed 3 pages. Leeann Ori at [email protected]. Electronic responses are required by October 1, 2018 at 1000 EDT. No questions will be answered over the phone.
