The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), intends to solicit and make award for the acquisition of USADF Multi-Country Evaluation of Benin and Burkina Faso by means of other than full and open competition in accordance with their authority at 40 U.S.C. 474 Subpart 5706.302-70(a)(b)(2).

As authorized by statute 40 U.S.C. 474 Subpart 5706.302-70(a)(b)(2) - Impairment of foreign aid programs, Full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief, and rehabilitation. (2) An award of $100,000 or less for audit, evaluation, or program support services to be provided abroad.

Therefore, the United Stated African Development Foundation (USADF) is engaging only vendors in Africa, as identified by the USADF and authorized by the aforementioned statute. Award is anticipated after June 21, 2017 at 2:00 pm EDT.
