The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) intends to solicit and make award for the acquisition of USADF Multi-Country Evaluation of Malawi, Zambia and Zimbabwe Programs by means of other than full and open competition in accordance with their authority at 40 U.S.C. 474 Subpart 5706.302-70(a)(b)(2).

As authorized by statue 40 U.S.C 474 Subpart 5706.302-70(a)(b)(2) - Impairment of foreign aid programs, Full and open competition need not be optained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, releif and rehabilitation. (2) An award of $100,000 or less for audit, evaluation or program support services to be provided abroad.

Therefore, the African Development Foundation (ADF) is engaging only vendors in the specifitc countries that work will be performed, as identifed by the USADF and authorized by the aforementioned statute. Award is anticpated after June 23, 2016, 2:00 p.m. ET.
