The Space and Missile Systems Center (SMC) release of a request for proposal for the Long Duration Propulsive Evolved Expendable Launch Vehicle (EELV) Secondary Payload Adapters, or LDPE. The foundational technology for the LDPE is the EELV Secondary Payload Adapters, or ESPA, which is an Air Force Research Laboratory (AFRL) initiative to host auxiliary payloads on primary spacecraft launch missions. Appendix A & B of the SOW are Distribution C and must be controlled. Contractors must be registered with DLA Logistics Information Service, US/Canada Joint Certification Office at https://www.dlis.dla.mil/JCP/Default.aspx. All interested parties will be granted access to LDPE Bidder's Library. The library provides a couple of relevant program guidance and reference documents unavailable to the general public, to which offerors will need access in order to develop high quality proposals. Parties interested in accessing the LDPE Bidder's Library should send their requests to the email address below. The requests should include: company name and Commercial and Government Entity (CAGE) code; and email and phone number for the company's point-of-contact. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
