The Defense Health Agency (DHA), National Capital Region (NCR), Falls Church, VA on behalf of the Fort Belvoir Community Hospital (FBCH), Department of Pathology under the authority of 41 U.S.C. 251 as implemented in FAR 8.405-6(b)(2) – “Only one responsible source and no other supplies or services will satisfy the Agency Requirements” – intends to award a Firm-Fixed Price, sole source purchase order for the lease of Iricell plus 2000 Workcell.

The Iricell plus 2000 Workcell is a workstation comprising of two units—one for each of the two aspects of urinalysis: chemistry analysis and microscopy analysis. The Iricell plus 2000 Workcell automates the urinalysis diagnostic process using patented Auto Particle Recognition (APR) technology wherein a camera finds and identifies different particles in urine sediment, at 70 urine samples an hour. This is also the only system that compiles one report for the chemistry and microscopy analyses of urine samples.

Beckman Coulter, 250 South Kraemer Blvd, Brea, CA, is the only authorized reseller of the Iricell plus 2000 Workcell to Government entities.  The estimated cost is approximately $105,905.52 per year, or $529,527.60 for a base year plus four option years. The NAICS code is  532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing.

There will be no Request for Quote (RFQ) available for competitive quotes. Phone calls will not be accepted. This notice is not a request for competitive quotes; however, the government will consider responses to this notice within five days of this posting. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
