This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for a quote (RFQ) The NAICS code is 811213.

Upgrade for 500 XTS5000 hand-held portable radios, 3 XTL5000 Consolettes and 39 XTL5000 mobiles with P25 Trunking feature set consisting of:

P25 9600-Baud Trunking;
Advanced Encryption Standard (AES) Secure communications;
Over-the-Air-Rekeying
Over-the-Air Provisioning (OTAP/POP25)

Upgrade features will be installed using Motorola solutions Original Equipment Manufacturing (OEM) Software. The radio program (code plug) in the equipment when received will be reinserted into the equipment after the necessary upgrades have been completed.
