Title: Update Strategy Notice for 7.2. Information Technology Portfolio Management and Engineering and Enterprise Architecture Follow-on

INTRODUCTION

The purpose of this notice is to provide an update to vendors on the anticipated strategy to the noticed posted on 12 February 2014 to the Naval Air Warfare Center, Aircraft Division (NAWCAD), Code 7.2.1 & 7.2.3, Information Technology/Cyber Security Division for business operations, IT portfolio management and engineering and enterprise architecture. This notice is for informational purposes only and should not be considered as a request for proposal or as a solicitation to do business with the Government. There is no solicitation package available at this time.

BACKGROUND

The Information Technology/Cyber Security (IT/CS) Department (7.2) at the Naval Air Warfare Center Aircraft Division (NAWCAD) provides IT, CS, Information Management (IM), and Information Assurance (IA) products and services to Naval Air Systems Command (NAVAIR) Headquarters and other NAVAIR components. The IT/CS Department is structured into the following divisions: Customer Relationship Management/Horizontal Integration (7.2.1); Applications Integration and Business Intelligence (7.2.2); Engineering and Enterprise Architecture (7.2.3); Customer Services and Operations (7.2.4); Information Assurance Security (7.2.6); and Business Operations (7.2D). Tasks are typically accomplished through integrated product or project teams, comprised of government and contractor personnel. This PWS is intended to address the IT/CS Department and NAWCAD 7.2D, 7.2.1 and 7.2.3 Divisions with the service offerings of Business Operations, IT Portfolio Management and Engineering and Enterprise Architecture.

The requirement is a follow-on procurement. A competitive procurement is expected utilizing Seaport-e on an unrestricted basis. The contract type is anticipated to be Cost-Plus Fixed Fee (CPFF) and Cost-Reimbursable ODC'S. The resulting contract will contain a base period with 4 one year option periods for a total contract period of performance of 5 years. In addition, the resulting contract shall provide support services primarily to NAVAIR, located at Patuxent River, Maryland with some performance at other NAVAIR or Navy sites, as appropriate. Contractor personnel shall be expected to perform their duties on-site at the Government facilities.

Support for Information Assurance Support Services is currently provided under task order number W91QUZ-07-D-0001-F709 (awarded to Harris IT Services). The task order has Firmed Fixed Price (FFP) labor Contract Line item Numbers (CLINS), Cost-Plus Fixed Fee (CPFF) CLINs and Cost-Reimbursable Other Direct Cost (ODC's). Additional information requests in regards to the aforementioned contract can be made to the NAVAIR Freedom of Information Act (FOIA) website at http://foia.navair.navy.mil.

It is anticipated that the solicitation will be issued in the February/March 2015 timeframe, and it is anticipated that the award will be issued in the February 2016 timeframe. Please note that these dates are strictly estimated timeframes.
