The Federal Emergency Management Agency (FEMA) intends to contract using other than full and open competition for the following:
Contractor support to assist in the review and update of content of the Ready Campaign's programmatic initiative Ready Business website.
The primary purpose of this procurement is to review the current business campaign, remove outdated/repetitive content, and update the Ready Business website, publications and forms to NPFA 1600 compliance. The NFPA 1600 standard is one of the three options available for private entities to receive their emergency preparedness certification through the Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep). The existing NFPA 1600 campaign materials have not been updated since their launch in 2004, and the Ready Campaign is looking for a Contractor with sufficient experience with NFPA 1600 to deliver recommendations for specific content edits, updates, and enhancements to bring all aspects of the Ready Business program's content into the current standard. The Contractor shall provide all static content to be incorporated into the new site including webpage copy, html pages, publications, forms and worksheets.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only the above designated source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by COB 05/16/2011 will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. Responses and the information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government reserves the right to solely make a determination not to compete this proposed contract based upon responses to this notice.
