The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to National Association for Public Health Statistics and Information Systems (NAPHSIS) to revise STEVE software to accommodate interjurisdictional exchange of Industry and Occupation codes.

The National Association for Public Health Statistics and Information Systems (NAPHSIS) is the only national nonprofit organization representing the state vital records and public health statistics offices in the United States. NAPHSIS has developed STEVE (State and Territorial Exchange of Vital Events) to enable member jurisdictions to be able to exchange vital records data among themselves securely. This contract will enable them to be able to revise two data fields to be expanded so they can accurately exchange Industry and Occupation fields for surveillance of their state mortality by industry and occupation. It is cost effective to revise the software that they are currently using than to develop a new system for securely exchanging these two fields separately. Only NAPHSIS controls the STEVE software.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement.

This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
