The Naval Air Systems Command (NAVAIR) Precision Strike Weapons - PMA-201, intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) order to The Boeing Company under Basic Ordering Agreement (BOA) N00019-11-G-0001. This order is for software design engineering to modify the UPC for the Joint Mission Planning System (JMPS) Mission Planning Environments (MPEs) and USN SLAM-ER capable air launched platforms (i.e., F/A-18 and P-3).  This order includes development of an interface between the SLAM-ER UPC and Joint Threat Analysis Common Component (JTACC). 

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.

GENERAL INFORMATION: The Boeing Company is the sole designer, developer, manufacturer and integrator of the SLAM-ER weapon system and its related equipment. Boeing alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities, and manufacturing techniques required to produce, assemble, and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Boeing is the only known qualified, responsible source that can fulfill the requirements specified herein.
